Senate Bill 629 (2009 Session of the Maryland General Assembly), effective July 1, 2009, changes the Board of Education of Harford County from a fully appointed Board to an elected-appointed Board consisting of six elected members and three members appointed by the Governor of the State of Maryland for four-year terms to be phased in over a period of time. For details on Senate Bill 629, visit mlis.state.md.us. In addition, there is a student representative to the Board who serves a one-year term while a high school senior. The student is elected by the Harford County Regional Association of Student Councils.

Elementary Redistricting Information
Red Pump Elementary School:

After much discussion and debate regarding the most appropriate location for the next new elementary school, the Board of Education ultimately approved the Red Pump Elementary School as the next new elementary school, to be followed by Campus Hills in a future fiscal year. As of this date, the project has been publically bid and contracts awarded by the Board of Education. Construction will begin in October 2009, and the school will be occupied by August 2011.

Comprehensive Elementary School Redistricting:

UPDATE: December 1, 2009:
In January and February of 2009, the (STAC) Superintendent’s Technical Advisory Committee met with focus groups representing each elementary school in the county to develop a list of “Parameters” for redistricting. The items are to be used as a guide for the (STAC) as it develops the various options for attendance area boundary modifications. The focus groups developed numerous items and suggestions, that were then reviewed by the STAC, combined, clarified, and compiled into various categories. It should be understood that these accepted parameters will serve as a guide, and are not strict requirements. The following list of parameters have been accepted for use by the STAC:

Now that the new elementary school location has been determined, the Board of Education will commence with the development of the Comprehensive Elementary School Redistricting initiative. The Superintendent’s Technical Advisory Committee will begin its formal meetings in November 2009, and proceed with the process of formulating recommendations for establishing the new Red Pump ES attendance area boundaries as well as modifying the existing elementary school attendance area county wide. Final recommendations and an approved plan will be approved by the Board of Education by March 1, 2011.
