Harford County Regional Association of Student Councils (HCRASC)


About HCRASC

The Harford County Regional Association of Student Councils (HCRASC) is a student led organization that gives student leaders the opportunity to meet with other students who share the same passions as they do, which is making a positive impact within their community. Just in the past year we have flourished immensely as an organization increasing our community outreach by tenfold! Recently our student delegates have been starting to advocate more for their peers with the issues that are prevalent within our local community, but there is still much more that we can do for the betterment of our community!

Vibha Nanduri

Student Member on the Board of Education (SMOB)

Vibha Nanduri is a senior at Bel Air High School, where she is enrolled in the Biomedical Science program. She is honored to serve as Harford County's 48th Student Member of the Board for the 2026–2027 term. Vibha is excited to continue her fifth year of involvement with HCRASC, having previously served as 1st VP, 2nd VP, and appointed staff. As SMOB, she is excited to advocate for Harford County students while leading HCRASC's legislative affairs.

Abby Lin

President

Abby Lin is a senior at Bel Air High School in the Biomedical Science Program and is President of the Harford County Regional Association of Student Councils (HCRASC). Last year, Abby was the Treasurer for HCRASC. This year, she is also representing Harford County, Baltimore County, and Baltimore City at the state level as the Division 3 Liaison for the Maryland Association of Student Councils (MASC). Outside of student government, Abby enjoys volunteering in EMS, going to concerts, and spending time with family. This year, she's focusing on implementing new measures that give all students an equal opportunity to get involved with student government.

Pearl Lin

Pearl Lin is a senior at Bel Air High School, where she serves as President of her SGA and is in the Biomedical Science program. This is her third year involved in HCRASC , and her second year on the organization’s executive board. As Vice President this year, she hopes to increase visibility by leading outreach efforts to students across Harford County. Outside of student leadership, Pearl is active in various extracurriculars, works at a local business, volunteers within the community, and spends time with her friends and family.

Jace Griffin

2nd Vice President

Jace Griffin is a seventh grader at Edgewood Middle School. He previously served as Secretary of his school’s Student Government Association. As HCRASC’s 2nd Vice President he looks forward to connecting with middle school students across the county and representing their voices. Outside of school Jace enjoys taking on leadership roles, learning about government, and serving his community.

Serafina Das

Serafina is a freshman in the biomedical sciences program at Bel Air High School. She is passionate about playing club volleyball and spending time with her puppy, Rolo. She previously served as the BAMS SGA President and is excited to serve as treasurer this year!

Paige McAllister

Paige McAllister is a senior in the Science & Math Academy at Aberdeen High School. This is Paige’s fourth year in HCRASC, and she is excited to be the Chief of Staff for the Harford County Regional Association of Student Councils (HCRASC). She started her student leadership journey in eighth grade and has served as the Social Media Manager of the Maryland Association of Student Councils (MASC), the MASC Liaison for HCRASC, and currently serves as the Communications Director for MASC. In Paige’s last year of HCRASC, she is going to work to further strengthen and unify HCRASC and the organization within.

Jennifer Kelley

Regional Advisor

Mrs. Jennifer Kelley has served as the Regional Advisor for the Harford County Regional Association of Student Councils (HCRASC) since 2022. She is a Technology Education teacher at Aberdeen High School, where she also advises the Student Government Association (SGA), the yearbook, and the school's monthly newsletter. Mrs. Kelley earned a Bachelor of Science in Communications from Towson University and a Master of Arts in Design from the University of Baltimore. She also holds a Master's +30 in Technology Education and is currently pursuing her Master's +60 and Administrator I Certification at Towson University. Mrs. Kelley resides in Havre de Grace, Maryland, with her husband and their three daughters. She is passionate about empowering student leaders and is incredibly proud of the growth HCRASC has achieved under its student leadership. She remains committed to expanding opportunities for student voice, leadership development, and meaningful civic engagement for students throughout Harford County.

Liam Mummert

Charitable Affairs Coordinator

Liam Mummert is a junior at C. Milton Wright studying engineering/computer sciences. He loves being involved in the community and fostering relationships with as many different people as possible. This year, he is excited to be able to take that drive and use it to foster new relationships that will lead to exciting events the HCPS community can all partake in.

Rylie Semple

Community Service Coordinator

Rylie Semple is a sophomore at Edgewood High School in the GSIB program and is extremely excited to serve as the HCRASC Community Service Coordinator. She has served on the Edgewood SGA executive board as the past HCRASC Liaison and current Chief of Staff. Her main goal as the Community Service Coordinator is to inform the community of different volunteer opportunities and execute meaningful service projects.

Katie Nguyen

Equitable Affairs Coordinator

Katie Nguyen is a senior at Fallston High School, where she serves as her Student Government’s Secretary. As HCRASC Equitable Affairs Coordinator, she is excited to work alongside her committee to celebrate the diverse cultures and perspectives within Harford County while fostering a more inclusive community.

Michelle Kim is a sophomore at C. Milton Wright. She is honored to serve as the HCRASC Historian and hopes to capture memorable moments while showcasing leadership and achievements of HCRASC through social media.

Casimir Macino

MASC Liaison

Casimir Macino is an incoming sophomore at North Harford High School and serves as the Maryland Association of Student Councils (MASC) Liaison for the Harford County Regional Association of Student Councils. He is passionate about student leadership, STEM, and finding ways to connect students across schools. As MASC Liaison, Casimir looks forward to strengthening communication between Harford County and MASC while helping represent the voices and ideas of Harford County students. Outside of school, he enjoys computer programming, baking bread, competing as a varsity cross country runner, and hiking with his family. He has visited 46 of the 50 U.S. states and enjoys exploring new places.

Reagan Mellinger

Public Relations Coordinator

Reagan Mellinger is a freshman at Bel Air High School in the Biomedical Science program. As Public Relations (PR) Coordinator, she looks forward to helping connect HCRASC with local news outlets and increasing outreach among all of Harford County. In her free time, Reagan is a competitive dancer and enjoys riding her bike around with her neighborhood friends.

Donovan Boyle

Donovan is a 10th grade Student At Bel Air High School who serves as his schools SGA Vice President, on the MASC Civic Engagement Committee, and various other student government related boards. In his free time, he teaches and trains in Martial Arts. Donovan is excited to serve as HCRASC's SLACer this school year and advance student voice in Harford County.

Shannon Morrison

Shannon Morrison is a freshman at Bel Air high school. She has been in SGA since sixth grade and is excited to be a part of HCRASC. Her main goal as SLAcer is to keep students informed. Outside of student government she enjoys cooking, playing trombone, playing video games, and playing soccer as a goalkeeper.

Adelyn Seaborn

Adelyn (Ady) Seaborn is a junior in the Academy of Health Professions (Nursing) program at Harford Tech where she serves as her SGA’s Parliamentarian. This is her third year with HCRASC and her second year serving as Secretary. Her main goal is to keep all of HCRASC up to date on events and past meetings through regular recaps. Outside of student government, Ady plays softball, is active in multiple clubs, volunteers in her community, and loves baking!

Benjamin Allman

Student Voice Coordinator

Ben Allman is a sophomore at Havre de Grace High School. He is serving as Student Voice Coordinator and has been in HCRASC for two years. He will strengthen student perspective in the county during his term and will make sure every idea is listened to. He believes the students are the priority in the school system.

Mohisha Penmetsa

Student Workshops & Evaluations Coordinator

Mohisha Penmetsa is a sophomore at Aberdeen High School in the Science and Mathematics Academy. As the Student Workshop and Evaluations Coordinator, she plans to create meaningful workshops and track student feedback to increase involvement in HCRASC General Assemblies. Outside of student government, she is active in school clubs and enjoys upcycling!
