HCPS Talent Pathways Project
The Talent Pathways Project is an innovative employee development campaign and recruitment strategy that will be created and implemented to aggressively build strong talent pathways for all positions within the organization for future hiring needs. This includes defining, creating, and implementing people programs that focus on finding and developing future educators.
Our focus is on Grow Your Own (GYO). As part of this initiative the district will design and launch its own model school for student learning and educator pre-service training intended to attract and train new, non-traditional, and racially diverse jobseekers for careers in education, while also testing innovative models to increase equitable education outcomes for our students.

This effort will be implemented in partnership with public, private and higher education partners. The model will be integrated into the new Harford Academy at Campus Hills set to open in Fall 2026.

Needs Assessment Report
Talent Pathways is a 5-year, multi-tiered, strategic initiative to support HCPS recruitment and retention goals. This Needs Assessment Report, 2022-2023, serves as an opportunity to capture the current state of HCPS's talent pathways and identify complements to expand our efforts as we continue to develop a pool of teacher candidates' representative of the local community.

The project is led by Vicki Jones. Vicki's background includes 25 years creating and managing innovative programming for youth, jobseekers, and businesses. For a decade she taught technology theory and public policy as an adjunct professor at the City University of New York. Vicki is a graduate of Bel Air High School, Howard University (BA) and New York University (MPA).

Implementation Workgroup
As a complement to existing initiatives and work championed by departments and staff throughout HCPS, this workgroup will devise pragmatic, action-oriented implementation plans by early spring 2024. These plans will feature, for instance, identify and create additional accessible pathways for training and growth.
